Make Hidden Foster Care Visible
Hidden foster care happens when Child Protective Services places a child with a relative or kin caregiver without the child formally entering foster care. These children experience the same separation from a parent as children in foster care, without equivalent visibility, legal protections, case planning, financial assistance, or services. Nevada data from 2021 to 2023 suggest that 41% to 46% of children who could have entered foster care were instead diverted to relatives. This campaign asks Nevada to define, document, and report these separations so every child stays visible and every family is connected to support. Policy developed by Foster Kinship.
